Computerized Trading: What Should The Rules of the Road Be?

The Securities, Insurance and Investment Subcommittee of the Senate Banking Committee is holding a hearing tomorrow entitled “Computerized Trading: What Should The Rules of the Road Be?”

There are four witnesses, including David Lauer, who is a Market Structure and High Frequency Trading consultant to Better Markets.  Dave has significant experience in high frequency trading (HFT) research, trading and technology (use and development).  He has submitted lengthy written testimony that reviews the state of the markets today, how they got to that state and what should be done about it so that the markets again work for all investors and not just the speediest or those who can purchase the fastest computers or privileged access.

His testimony is attached.
